A kötet képet ad a helyi önkormányzatok első évtizedéről, továbbá arról a hosszú útról, amely megalakulásukig elvezetett. A történelmi áttekintéssel a jelen jobb megértését kívántam szolgálni. A múlt talán jobban meghatározza a jelenünket, mint gondolnánk. Az önkormányzatiság történetében számos jelét találhatjuk az útfüggőségnek. Ez olyan determináció, mint a szekér vágta mélyedés, amely később, évszázadok alatt, mély kanyonná mélyül a löszös talajban. E szurdokba kivájt úttól a későbbi nemzedékeknek eltérni már nehezen lehet.

A magyar történelem, mint számos más kelet-európai történet, fordulatokban bővelkedett a 20. század folyamán. Az állam és helyi igazgatás rendszere több alkalommal esett át rendszerváltáson, de lényegében az önkormányzatiság keretét adó közigazgatási rendszerek mindig visszatértek abba kerékvágásba, amit a korábbi századok kijelöltek. A centralizációs hagyományokra épülő önkormányzati berendezkedés túlélt minden törekvést, lazító és átformáló szándékot. Bár folyamatosan változott az önkormányzatiság Magyarországon, de a rendszer súlypontja mindig az erős állam és az ennek alárendelt helyi érdek különös egyensúlya maradt. 

A rendszerváltás olyan jogokat adott a településeknek, amelyeknek korábban sohasem voltak a birtokában. Az önkormányzatiság az a politikai tér maradt, amelyben az egyénnek, a kisközösségnek a legtöbb esélye megvan arra, hogy akaratát érvényre juttassa.

Formation of Self-governments after the Hungarian Regime Change: A Historical Perspective

 

The main purpose of this book is to introduce the transition period of the 1990s, in which Hungary was transformed from a post-communist country into a modern democratic nation state. During these years, democratic institutions and the pillars of democracy were strengthened.

In 1990 the Hungarian Parliament passed the law on local governments, establishing a new structure for public authorities, creating a vivid new framework for local political actors and local societies. With this profound change a new area had begun, the system of top to bottom centralized rule was demolished, and a new system of local representation and interest-assertion was introduced, with spacious room for political manoeuvring.

Yet it soon became apparent that the new system of local governance also needed corrections. The ominous tasks and the scarce resources of local governments were incongruous, while the inevitable co-operation of local governments was also not well elaborated.

Later in the decade (and from then on) the very set of rules governing the interactions of local and nationwide politics came under scrutiny and had to be reformed. Since day one of Hungary joining the European Union a series of reforms had to be introduced in the concerning local governments and public administrations to fit existing EU laws. In this book I made an attempt to provide a valid account of this process.

The primary aim of this monography is to summarise my longstanding research conducted in the field of “locality” (local governments, civic societies, etc.), along with an attempt to arrange it into a coherent meaningful structure.
