Megjelent Stumpf István "Paradigm Shift in Constitutionalism" című tanulmánya a Schöplin György 80. születésnapjára készült kötetben. A tanulmány az alkotmányossággal kapcsolatos paradigmaváltást vizsgálja, értékelve a jogi és politikai konstitucionalizmus  küzdelmét és az alkotmánybíróságok szerepét, kiemelt figyelmet szentelve a magyar és a lengyel alkotmányos vitáknak.

"Constitutional courts in Central and Eastern Europe had an important role in the democratic transition during the early 1990s. As a logical political reaction to the former communist regimes, these institutions were designed to be strong safeguards of individual rights against oppressive state power. The wide competence of and the public trust in constitutional courts made them significant players in the political arena. After three decades of stable functioning, constitutional courts and ordinary courts both in Hungary and Poland have met serious political and legal challenges from the part of the countries’ new political majority. Do these developments constitute a paradigm shift in the concept of constitutionalism, or are they the signs of a democratic decay? What is the responsibility of constitutional courts in the evolution of the current situation and what is the proper attitude the courts shall take? This paper will examine these questions with special attention to constitutional developments in Hungary"
